Renewal Readiness
Renewal Readiness answers one question for the November to December renewal window: can each unit I serve renew for the new term, and if not, what is in the way? For every unit it checks the three Key 3 seats, lists the adult leaders whose Safeguarding Youth Training (SYT) runs out before the new term ends, shows how far the recharter has got and how many days are left, and ranks the units by risk. A district roll-up and CSV and PDF exports give you what you need for the district committee meeting.
Open it from Commissioner → Commissioner Dashboard, then the Renewal tab, or go to /commissioner/renewal-readiness.

Who sees which units
Section titled “Who sees which units”The page is for commissioners. Without a commissioner role you see Commissioner Access Required instead. The units listed depend on your commissioner position:
- Unit Commissioner: the units assigned to you.
- District Commissioner or Assistant District Commissioner: every active unit in your district.
- Council Commissioner or Scout Executive: every active unit in your council.
Positions that have ended or are inactive count for nothing. When data-sharing controls are on and a unit has chosen not to share its data with assigned commissioners, it is left out. If no units are in your scope, the unit table says No units in your commissioner scope.
Which charter year it shows
Section titled “Which charter year it shows”The subtitle under the page title reads, for example, “2027 charter year · as of 2026-11-04”. Before the renewal window opens the page shows the current charter year. Once the window opens (by default from November 1) it moves on to the next year, the cycle units are renewing into.
The roll-up
Section titled “The roll-up”The cards at the top summarize every unit in your scope:
- Units Ready for 2027 (the charter year shown) shows “X of Y”. A unit is ready when all three of Unit Leader, Committee Chair and Chartered Org Rep are filled, trained, and SYT-current through the new term end, and no adult leader in the unit is blocking.
- Not Started, In Progress, Submitted and Approved count units by recharter progress. In Progress covers a recharter that has been started (draft or in review) but not yet submitted, and one the council sent back for corrections.
- Blocking Leaders is the total number of adult leaders across your units whose SYT does not cover the new term.
When your scope covers more than one district, a By District card lists each district with its “X of Y ready” count.
The unit table
Section titled “The unit table”Each row is one unit. The table opens with the highest-risk units first.
| Column | What it shows |
|---|---|
| Unit | The unit, with “New term ends” and the date the new charter term ends. |
| District | The unit’s district, or a dash. |
| Recharter | Not Started, In Progress, Submitted or Approved, with the due date underneath. “(council date)” after the date means your council set its own recharter due date (see the council due date). |
| Days Left | Days until the due date. A negative number, shown in red, means the due date has passed. A dash means the unit has no due date on file. |
| Unit Leader, Committee Chair, Chartered Org Rep | One cell per Key 3 seat: Vacant, or the seat’s status (Trained or Not Trained, SYT Current or SYT Not Current with the expiration date) and the holder’s name. A seat in trouble is shown in red. |
| Blockers | How many adult leaders in the unit are blocking renewal. |
| Risk | Ready, or a High, Medium or Low badge for a unit that is not ready, with up to three reasons (for example “Committee Chair vacant” or “Recharter not started”). A unit that is not ready never shows None, even after its recharter is submitted. |
Click the Unit, Recharter, Days Left or Risk column header to sort by it, and click again to reverse. When sorted by Days Left with the fewest days first, units with no due date come last, so a missing date never reads as “0 days”.
How a Key 3 seat is checked
Section titled “How a Key 3 seat is checked”- Filled means someone holds the position in the unit. If more than one person holds it, any one of them who meets a check satisfies it.
- Trained means the holder has completed the position-specific training for the Unit Leader or Committee Chair. The Chartered Org Rep seat has no training check, so it shows only its SYT status.
- SYT Current means the Safeguarding Youth Training is valid through the new term end, not just today. Training that expires on the term’s last day still counts. A refresher only counts when there is a qualifying full course before it.
How risk is scored
Section titled “How risk is scored”Points add up:
- Recharter progress: Not Started 3, In Progress 2. A Submitted or Approved recharter adds nothing here.
- Each vacant Key 3 seat: 3.
- Each Key 3 holder who is not trained: 1. Each Key 3 holder who is not SYT-current through the new term: 2.
- Each blocking adult leader: 1, up to 5.
- Time pressure: past the due date 4, 14 days or fewer 3, 30 days or fewer 2, 60 days or fewer 1. A Submitted or Approved recharter adds nothing here either.
Submitting the paperwork does not fill a vacant seat or renew anyone’s training, so a submitted or approved unit with a Key 3 gap or a blocking leader still scores those points and shows its reasons. A submitted unit with everything in place shows Ready.
A score of 8 or more is High, 4 to 7 is Medium and 1 to 3 is Low. The CSV and PDF exports show the same level, and none for a score of 0.
Leaders blocking renewal
Section titled “Leaders blocking renewal”Scouting America requires every registered adult leader on the recharter to have SYT that is current through the new term. This list shows each adult who does not. That covers anyone holding an active adult position in the unit (unit leader, assistants, committee members, the chartered org rep and so on), whatever their role in MySummitKeep. A parent with no adult position is not included, and no youth is ever listed.
The columns are Unit, Leader, Position, Safeguarding Youth Training (“Expires” with the date, or No Record On File) and Last Reminded. When nobody is blocking, the list says No adult leader is blocking renewal.
Sending a reminder
Section titled “Sending a reminder”Click Remind on a row to email that one adult a Safeguarding Youth Training reminder. The email goes to that leader only, with no copies, and explains that their SYT expires before the new term ends (or that no current SYT record was found). It names you as the sender, and replies come back to your email address. While the email is sending, the button reads Sending…. A “Reminder sent to …” message then confirms it, and Last Reminded updates.
Remind is turned off when:
- the leader has no email address on file (hover over the button to see “No email address on file”), or
- the leader was reminded in the last 7 days (“Reminded recently”). You can remind them again 7 days after the last reminder.
Each commissioner can send up to 25 reminders a day. Every reminder is recorded in the council audit log.
Exporting for the district committee
Section titled “Exporting for the district committee”- Export CSV downloads
renewal-readiness-2027.csv(named for the charter year): one row per unit with district, recharter progress, due date, days left, new term end, ready, each Key 3 seat, the blocking leaders and the risk. - Export PDF downloads
renewal-readiness-2027.pdf: a meeting packet with the roll-up, a by-district table, the units ordered highest risk first, and the leaders blocking renewal.
Both exports contain the same units you see on the page.
The council recharter due date
Section titled “The council recharter due date”Days left and risk are measured against a due date. By default that is each unit’s charter expiration. Many councils want recharter paperwork in earlier, for example by December 1, so council staff can set their own recharter due date for the renewal cycle. When one is set, every unit in the council is measured against it, and the Recharter column shows “(council date)”.
Council staff (the Scout Executive, District Executive, Council Commissioner or Council President) set it on the Council Recharter Command Center. It is optional. Clearing it puts units back on their own charter expiration dates.
