Training Compliance Matrix
Youth Protection Training (YPT) compliance is one of the few things a commissioner needs to be able to check across an entire council in seconds. The Training Compliance Matrix does exactly that: it rolls up YPT status for every active adult in every active unit, ranks the units from worst to best, and shows you precisely where the gaps are.
You reach it from the commissioner tabs at Commissioners → Training (/commissioner/training).
What the matrix shows

At the top, three summary cards give you the council picture at a glance:
- Total Adults — every active adult member across all active units in the council. (An “adult” here means a member flagged as an adult, or anyone holding a Leader or Admin role.)
- Compliant Adults — how many of those adults hold a current, unexpired YPT certificate.
- Overall Compliance — the council-wide percentage of adults who are YPT-current. It shows green at 90% and above, amber from 70% to 89%, and red below 70%.
Below the cards, the Unit Breakdown table lists one row per unit with these columns:
- Unit — the unit type and number (for example “Troop 100”), with the unit’s full name underneath when it differs.
- District — the district the unit belongs to, or a dash if it is not assigned to one.
- Adults — the number of active adults counted for that unit.
- Current % — the share of that unit’s adults who are YPT-current, shown as a color-coded pill.
- Expired — adults whose YPT was completed but has since lapsed (shown in amber when above zero).
- No Training — adults with no completed YPT on record at all (shown in red when above zero).
Compliance color bands
Section titled “Compliance color bands”The same three-band color scale is used everywhere on the page so a quick scan tells you the story. Each unit’s Current % pill is colored by the unit’s own percentage:
- Green — 90% or higher. The unit is in good shape.
- Amber — 70% to 89%. Worth a nudge; one or two adults are likely lapsed.
- Red — below 70%. Needs attention now.
The Overall Compliance card at the top uses the same thresholds against the council as a whole, which gives you an instant benchmark: a unit sitting in red while the council bar is green is an obvious priority.
Sorting and searching units
Section titled “Sorting and searching units”The matrix opens already sorted by Current % ascending, so the lowest-compliance units are at the top — the ones that need you most. You do not have to hunt for trouble; it floats up by default.
Every column header except District is a sort toggle. Click a header to sort by it; click the same header again to flip the direction. A small arrow (up or down) on the active column shows which way it is sorted. This lets you reorder the table to answer different questions:
- Sort by No Training descending to find the units carrying the most completely-untrained adults.
- Sort by Expired descending to find units where YPT has lapsed rather than never been taken — usually a quick fix with a renewal reminder.
- Sort by Adults to weigh a low percentage against unit size (a small unit at 50% is two people; a large unit at 50% is a real problem).
- Sort by Unit to scan alphabetically.
Use the Filter by unit or district search box at the top right of the table to narrow the list. It matches against the unit name, the unit number, and the district name, so you can type a district to see just its units, or a unit number to jump straight to one. If nothing matches, the table shows a “No units match your filter” message. Searching and sorting work together — the filter narrows the rows, and your chosen sort orders whatever remains.
Acting on low-compliance units
Section titled “Acting on low-compliance units”The matrix tells you where the gaps are; closing them happens through your normal commissioner channels. For a unit sitting in amber or red:
- Expired YPT is the easiest win. These adults have done the training before and simply need to retake it. A renewal reminder to the unit’s Key Three usually clears most of an “Expired” count. You can confirm who holds which leadership positions on the Key Three Roster.
- No Training means adults are serving without YPT on record — the most serious gap, and a recharter risk. Flag these to the unit’s leaders so the adults complete YPT and the unit’s roster gets updated.
- Use the matrix alongside the Recharter Dashboard, where training shortfalls show up as readiness blockers, and the Unit Health Scores to see whether a training gap is part of a wider pattern for that unit.
The matrix updates as units record their training, so the numbers move on their own as gaps get filled — no manual refresh of the data is needed beyond reloading the page.
